ICU exists to protect the difference between having an idea and designing a complete experience around it. 06 · Production principles

Originality and reuse-first production can coexist.

Originality concerns the resolved system: the concept, selected mechanics, relationships, presentation, and experience. Reuse-first production means researching lawful public-domain, CC0, open-source, or permissively licensed resources before rebuilding a solved component. Every shipped third-party resource must have an exact source, license, notice, checksum, and modification record. Clean-slate work is used where reuse would weaken the concept or create rights uncertainty.

Local-first and private-by-default behavior is preferred for applications and personal tools. Accessibility is part of the design from the beginning. A feature that cannot be verified reliably is simplified, disclosed accurately, or removed.

07 · Orientation

Permanent structure is not product inventory.

The Atlas may explain a studio, umbrella, category, family, edition, or structural relationship even when no release exists. That permanent map is public knowledge about how ICU is organized. Product names, availability, price, media, and purchase actions enter the root site only through the verified release system.
